Psychosocial Rehabilitation for the Mentally Disabled in Korea

Abstract
Since 1945 mental health policy of the Republic of Korea has been gradually developed from the custodial, institutional care of the mentally ill patients to the community based care and rehabilitation. Especially, psychosocial rehabilitation for the mentally disabled began active with the enactment of Mental Health Law in December 1995.
To facilitate the community based psychosocial rehabilitation for the psychiatric patients, however, the following problems should be solve :
1. The prejudice of people on the mental hospital, the mental disorders and the mentally disabled person should be eliminated.
2. The large mental hospitals are still keeping fairly improved psychiatric patients in their ward because their families are reluctant to take over the responsibility of their aftercare at home.
3. The lack of man power for the psychosocial rehabilitation, and poorly organized educational program for the psychosocial rehabilitation.
4. The lack of psychosocial rehabilitation facilities in the land.
5. The research and evaluation of mental health issues are not well established.
6. Mental health policy is still concerned with the increase of inpatient beds and government¡¯s support in respect of financing the community based rehabilitation is extremely low.
In order to solve those problems the following undertakings are required :
1. Nationwide mental health education especially for the opinion leading groups.
2. Cutting off the budget for medicaid to the inpatient of large mental hospital, and increase of the budget for the out-patient care and rehabilitation activities.
3. Introduction of education systems for various professional of psychosocial rehabilitation.
4. Establishment of National Research Institute for Mental Health and central committee for mental health policy under the auspices of president.
5. Encouragement of the mental health activities of NGO by the government.
